On February 26, 2010 at 2:00 o’clock in the afternoon, Ilocos Sur Police Provincial Office celebrated its 19TH PNP Anniversary wherein the Acting Regional Director, PRO1 PCSUPT CONSTATE DAVIS AZARES JR. was the Guest of Honor and Speaker. The wife of ARD Madam Maria Chanco Azares together with PROI Staff Officers and Battalion Commander, 1RPSMB namely PSUPT EFREN E JAVIER, Chief, RPCRD; PSUPT JULIUS C SURIBEN, Chief, RID; PSUPT RAUL ROMERO, PIO and PSSUPT ALEJANDRINO VALERIO, Battalion Commander arrived this office and they were warmly welcomed by Acting Provincial Director PSSUP EDUARDO A DOPALE (DSC) and ISUR PPO Staff Officers, Chief of Police, ISUR PNP personnel and NUPS. Immediately thereafter, the program started with an invocation led by Pastor Jun Lacaden, of the Assemblies of God followed by the singing of the National Anthem conducted by PO! Jaquelyn Javonillo. PSUPT MAXIMO R TORRICER, ISUR DPDA welcomed the Visitors, Awardees, Staff Officers, Chief of Police, PNP personnel of ISUR PPO and Media personnel in the province who attended the event.. Followed shortly was the Awarding Ceremony where the Acting Regional Director assisted by the Acting Provincial Director handed over individual awards to the deserving PCOs, PNCOs and NUPs of this office. Likewise, certificates of appreciation were also given to selected individuals who have continuously extended their benevolent support to the PNP particularly the Ilocos Sur PPO. After the Awarding, the Acting Regional Director PCSUPT CONSTANTE D AZARES JR delivered his message and extended the Chief PNP’s congratulations to all PNP personnel of PRO1 for Non-Violation of the Policies in the Implementation of the Firearms Ban (COMELEC RES # 8714). He also gave his guidance and instructions that all personnel should always be in Tamang Bihis; COPs should emphasize to their subordinates not to carry firearms when not in uniform; Religious conduct of Checkpoint; Conduct proactive measures in implementation of HOPE and close cooperation with stakeholders as partner in the maintenance of peace. The program was capped with the giving of the memento to the Acting Regional Director by the Acting Provincial Director and a brief media interview followed shortly

On 8:00 o’clock in the morning of February 26-27, 2010, PNP personnel of Ilocos Sur PPO headed by PSUPT ALEJANDRO ZAPATERO CABEBE Chief PCR, PCI ROGELIO N. CABIDA JR. and PNP elements of Salcedo MPS led by OIC PSI ROLDAN R. RECITIS participated, provided area security and assistance during the two days Medical and Dental Civic Action Program of RP-US Balikatan 2010 held at Brgy Pias, Salcedo, Ilocos Sur. The program started with an invocation by Pastor Alfredo Banao and welcome remarks by Brgy. Captain Augutus Wagayen, Brgy. Chairman of Pias, followed by a message from COL EDUARDO L. COLLADO, Commander, JCMOTF of Philippine Army, a message from the head of the US forces CAPT ALLAN STRATMAN (USN), Commander, JCMOTF US and Message of the guest speaker Dra. MARIBETH TUDAYEN, Municipal Health Officer of Salcedo this province. With a total number of two thousand one hundred eighty three (2183) beneficiaries.

HON. GILBERT “Gibo” TEODORO and party arrived Vigan City Airport at about 12:05 O’clock in the afternoon of February 3, 2010 on board an aircraft bearing tail number RP-C2226 welcomed by the Acting Provincial Director, PSSUPT EDUARDO ANGEL DOPALE (DSC) and other Provincial Government Officials. The VIP and party attend various official engagement/activities within the province of Ilocos Sur such as Open Forum with the students of University Northern Philippines (UNP), other students from different Colleges of Vigan City, and made the Ribbon Cutting of the Corn Processing Plant located at Barangay Bulag East, Bantay, Ilocos Sur with the Governor, Manager of the Corn Processing Plant and Municipal Officials of Bantay.

On or about 2:00 O’clock in the afternoon of February 2, 2010, , Acting Director, DIPO-Northern Luzon and PCINSP WILSON RAMOS VICTORIO, PESE, Deputy Director, DIPO-Northern Luzon, PSSUPT PEPITO U. DOMANTAY (DSC), DRDO PRO 1, PSSUPT ALEJANDRO VALERIO (DSC), Battalion Commander, RPSMB 1 arrived at this PPO and welcomed by PSSUPT EDUARDO ANGEL DOPALE (DSC), Acting Provincial Director Ilocos Sur Police Provincial Office (ISPPO). Elements of ISPPSMC this office led by PSUPT EMMANUEL H. REYES, Company Commander rendered the Arrival Honors to PCSUPT WILSON RAMOS VICTORIO, PESE, Deputy Director-Northern Luzon while PDIR ERIC Q. JAVIER, CEO VI, Director, DIPO-NL waived for his Arrival Honors instead, the Director have a short dialogue/talk to the men of Ilocos Sur PPO after the arrival honors. A short program was conducted at the conference room presided by the Acting Director, DIPO-NL, which were attended by all Provincial Staff of ISPPO, Chiefs of Police and Heads of Separate Units. Police Director ERIC Q JAVIER, CEO VI, gave his message and guidance wherein he reiterated the rules and regulations during election period, PNP-COMELEC Checkpoint, security preparations during the election period and implementation of firearms ban. The DIPO Director also reminded THE Doctrine of Command Responsibility wherein COPs concerned will be held responsible of their men’s irregularities during the election period. The conference ended at about 3:15 PM of same date and the DIPO Director left this PPO and proceeded to El Juliana Hotel, Vigan City for the billeting area. The Director and party Rest Overnight at said hotel and at 8:00 AM of February 3, 2010, the Acting DIPO Director and party proceeded to Abra PPO as their next destination with no untoward incident happened.

At about 12:07 O’clock in the afternoon of January 27, 2010, HER EXCELLENCY PRESIDENT GLORIA MACAPAGAL ARROYO and Party arrived at Barangay Paing, Bantay, Ilocos Sur on board a Presidential Chopper with tail number RP 2000 from Ilocos Norte and welcomed by Government Officials headed by USec Luis “Chavit” Singson, Governor Deogracias “DV” Savellano, Congressman Ronald Singson, and Acting Provincial Director Ilocos Sur Police Provincial Director PSSUPT EDUARDO A DOPALE. The Acting Regional Director, PCSUPT CONSTANTE D AZARES JR is also with the delegation of HEPGMA on board a Helicopter. Immediately they proceeded to Banaoang Pump Irrigation Project located at San Mariano, Bantay, Ilocos Sur on board a Black Chevrolet for ocular inspection and warmly welcomed by Bantay Municipal Officials, Employees, and Resident Beneficiaries of the irrigation pump. National Irrigation Administration Manager briefed the President regarding the Pump Irrigation Project. Likewise, HEPGMA talks with the Beneficiaries of the Irrigation Pump and close door meeting with the Government Officials of Ilocos Sur and other personalities. At about 3:15 O’clock in the afternoon, HEPGMA and Party together with PCSUPT CONSTANTE D AZARES JR, Acting Regional Director, Police Regional Office 1, left AOR with no untoward incident happened.
